Rotherham have put forward a case to the Football League in hope of avoiding a 15-point deduction at the beginning of next season.
New Millers owner Tony Stewart believes the club has a good chance of avoiding the penalty after signing off the administration process last week.
A Company Voluntary Arrangement (CVA) has been drawn up and the club hope to officially exit administration to the satisfaction of the Football League.
"Our administrators have put most of it, the CVA, together and are quite confident," Stewart told the Sheffield Star.
A decision is expected from the Football League in around a month.
