Northampton manager Stuart Gray admits he is frustrated by slow progress in the transfer market but is optimistic as the season approaches.
Gray is keen to add to the signings of midfielders Abdul Osman and Liam Davis.
"We are trying desperately hard to bring players in. It has been difficult to contact managers away on holiday," Gray told the club's official website.
"We are having to wait for deals to be done for us to bring other players into the football club."
But Gray believes the power is shifting towards the clubs as the new season looms.
He continued: "Before the players had the power and they could sit back, and they have every right to listen to other offers. Suddenly, if offers are not coming on their door mats they start panicking and thinking they don't have a football club."
