Beckham says he is returning to Europe at the end of the year.
And the midfielder revealed he has already discussed his next move with England boss Fabio Capello.
The former England captain is due to return to LA Galaxy next month after completing a six-month loan spell with AC Milan.
But he said: "I will definitely be coming back to Europe in December because of the World Cup.
"Nothing has been finalised yet but Mr Capello has always said to me 'Wherever you go, play at the highest level'.
"I will be playing 10 or 11 games for the Galaxy so I don't think he will be worried about a lack of competitive football.
"He will be more concerned about where I will be going in December, though.
"AC Milan are one of the clubs who have shown an interest but there are a number of top leagues in Europe, including England.
"So we'll just have to see what happens."
Tottenham manager Harry Redknapp has already expressed an interest in a six-month loan deal.
Another option for Beckham could be to follow former Milan manager Carlo Ancelotti to Chelsea.
Beckham, who still has three years of his Galaxy contract to run, has already missed the first three months of the MLS season and his absence has angered many American supporters.
He said: "People have spoken about a possible adverse reaction. But it's not as though I've never had abuse from fans before."
