Chester have had their imposed transfer embargo lifted by the Football League.
Last week the PFA issued a statement stating the club had not paid a number of their players for the past two months and that the Association had provided financial assistance to the club during that time.
Because of those reasons and until all the outstanding monies were paid back to the PFA the club was put under a transfer embargo.
But former Yeovil midfielder Anthony Barry's transfer can now be concluded and he has signed a deal which will keep him at the Deva Stadium until the end of the 2010 season. Vauxhall Motors starlet Paul Davies also looks likely to complete his move later this week.
Owner Stephen Vaughan told the club's official website: "We have been told we are not embargoed as was stated by the PFA and as such we are free to bring in players within the current wage capping rules that apply to all clubs in our division. We had a very frank and open discussion and the league's officials were receptive of our stance.
"Unlike a lot of clubs we don't have any footballing debtors, the players we have released are to be paid in full on the due dates and the loan from the PFA which was received following my resignation as a director is to be paid from our basic award payment from the league as previously agreed."
