Chester owner Stephen Vaughan has confirmed that Crewe striker Ryan Lowe is "a target" for the League Two club.
The 29-year-old - who previously played for the Blues in 2005 - is thought to be keen on the promise of regular first-team football under City boss Simon Davies.
Vaughan told the Chester Chronicle: "Ryan Lowe is a target for Chester City.
"We're interested in signing him, but he's got to sort out a settlement with Crewe before anything can happen."
